Step 2. Competency core

Crosswalk demand signals into Credential Transparency Description Language aligned competencies with relationship type and confidence.

Step 3. Evidence rules

Define acceptable evidence types per competency including courses, credentials, certifications, portfolios, performance, and prior learning assessment.

Step 4. Routes and governance

Create route variants and apply author, approvals, effective dates, versioning, and review cycles before publishing.
