- One of the requirements for an Initial License is demonstrated subject matter knowledge. Thus, candidates for this program must hold a bachelor’s degree from a regionally accredited school with a minimum grade point average (GPA) of 2.7 in the chosen content area or demonstrate sufficient background in the content area. 1 A Provisional License in the desired content area is recommended. Passing scores on the Massachusetts Tests for Educator Licensure (MTEL) in the content area are required. The Communication and Literacy Skills test or a Massachusetts Department of Elementary and Secondary Education (DESE) approved waiver is also required.
