Transferring Concurrent Enrollment Credit Every college and university has its own policies governing transfer credit. In other cases, a college may not provide transfer credit but will exempt a student from certain courses (advanced standing). We recommend that students check with colleges they are interested in to inquire about their policies regarding transfer credits. Generally, a minimum grade of C is needed for credit to transfer to other colleges. In order to transfer credit, an official transcript must be submitted to the student’s college in accordance with their policies. If transfer credits are denied, the student may inquire with that institution’s Registrar about appeals processes or other ways to earn course exemption (such as testing).

Prior Learning Assessment Processes Policy Statement (Expanded) Prior Learning Assessment (PLA) awards college credit for verifiable learning experiences obtained by students attending Tompkins Cortland Community College. When made available, the evaluation and assessment of prior learning may provide students with significant cost savings, advanced standing towards educational goals, and higher degree completion rates. Experiences assessed and certified to award credit for existing academic courses may include, but are not limited to, the following: • military education, training, and experience identified on the Joint Services Transcript (JST) • performance on standardized published exams such as AP and CLEP • professional and industry certifications, licenses, or other credentials • non-credit and continuing education studies • on-the-job training/education including apprenticeships • prior work experience (portfolio review) All College faculty and staff involved in management, coordination, evaluation, or oversight of Prior Learning Assessment are responsible for implementation of activities through the development of procedures consistent with this policy and process. The award of credit through Prior Learning Assessment is at the discretion of the Provost’s Office, after consultation with appropriate faculty and staff. Processes 1. The Provost’s Office and the Academic Records Office will work with faculty/staff to ensure that all Prior Learning Assessment is aligned with the College’s curriculum, to ensure that all student learning outcomes in a specific course are met whenever PLA credit is to be awarded, to catalog the available PLA opportunities, and to note when PLA may not be used to fulfill program requirements. 2. The Provost’s Office and the Academic Records Office will publish Prior Learning Assessment policies and procedures on the College website, and they will work with staff in Enrollment Management to include PLA information in the College Catalog, enrollment materials, and other venues as appropriate. This will include providing all campus advisors/faculty information about Prior Learning Assessment and providing training as needed. 3. The College will ensure that information about Prior Learning Assessment – where applicable – is embedded into the new/transfer/returning student onboarding process.

We discussed the following: 1) Road to Registration (which is our push each semester to encourage students to register for the next semester); 2) A level 3 vote (meaning one of all faculty) concerning a PLA (Prior Learning Assessment) Policy [more details on that are below]; 3) The Provost’s Office presented some data around student success (GPAs and credit momentum) and Early Concern Flags – which faculty are required to report for students who struggle early in the semester‐‐ and at next month’s meeting we will focus more on intervention efforts for students and steps moving forward; 4) We continued our discussion around our curriculum process, asking faculty how our process differed from their experience at other institutions, and we asked faculty about their familiarity with a variety of curriculum related material and about their training with those matters: examples include SUNY General Education, TC3 Core Requirements, SUNY Transfer Paths, NYSED Liberal Arts Requirements, and writing assessable learning outcomes; 5) I included some information about possible future topics of conversation, including the following: World Café and retention; early concern flags, interventions, reporting; onboarding of new faculty process; an Online Teaching Policy; Guided Pathways; and the College’s NISS Grant (National Institute for Student Success). Prior Learning Assessment Policy: The Prior Learning Policy has been approved by the Curriculum Committee, the Faculty, and the College Senate. The document offers a high‐level view of what students can expect the College to offer in regards to Prior Learning Assessment, also known as credit by examination.

A minimum cumulative GPA of 3.0 is required, and students must be making satisfactory academic progress in their final semester prior to transfer. If students elect to follow an expedited transfer timeline, they may be eligible for reverse transfer , allowing coursework completed at Cornell to count toward completion of the TC3 associate degree. CALS will consider applicable transfer credit for TC3 coursework completed with a grade of C or higher . A maximum of 60 credits may transfer toward the 120 credits required for a bachelor’s degree. Concurrent Enrollment can help high school students to prepare for college by helping them to transition to college level expectations, and by giving them advanced standing when they start college. Depending on the number of credits they earn, and the combination of them, this advanced standing can benefit the student by either freeing up their freshman year schedule, or even by eliminating a semester of college level work.

Transfer Credit Policy Transfer courses are evaluated individually. Credits for all courses passed with a letter grade of C or higher at regionally accredited institutions and recorded on official transcripts will be evaluated and may be accepted for applicability to specific Tompkins Cortland degree or certificate requirements. College-level courses completed outside the United States and recorded on official transcripts will be evaluated for transfer credit, provided that the institution where the courses were taken is accredited by the Ministry of Education in that country. Grades and credits earned at another institution are not calculated into a student’s grade point average at Tompkins Cortland.
