HLPM 502Policy Design and Delivery : This course will focus on developing the skills and frameworks3

that health equity leaders need to begin planning and implementing a comprehensive response to a complex public policy problem. Policy Design and Delivery (PDD) will teach students the skills necessary to address a wide range of issues and to craft options for change. It is important to assess a community for their existing resources so this course will provide a basic introduction to leveraging technologies such as GIS for community mapping. Grounded in theory, the course will also be taught using an immersive case-based methodology. Students will learn to use and apply policy tools and frameworks to hypothetical cases where no current answer exists and see how real-world examples were solved, taught by leading experts with personal experience. Throughout the course, students will build upon their policy-making toolkit to develop skills in leadership, team-building, briefing and writing for policymakers, and effective project management. HLPM 503Big Data, Emerging Technology & Policymaking : This course exposes students to the3

increasing power of big data in driving policy changes. Policymakers and influencers in the 21st century, from members of Congress to analysts to advocates and executives need to be equipped with the necessary skills to navigate nuanced issues at the intersection of technology and governance. Those who have first-hand experience with programming, data, software development and management methods, responsible artificial intelligence, open source collaboration, and technology innovation are better prepared to competently navigate these issues. This course will provide an intensive understanding of data curation, reporting and utilization in the context of government and policy to build essential core technology and data equity knowledge and skills. The course is also designed to prepare students who wish to pursue further learning to overcome the initial barrier to learning programming and more efficiently direct future efforts. HLPM 700Political Determinants of Health: Advanced Concepts & Global Applications : In this3

advanced course, students will use critical thinking skills to make real world connections to political determinants that have influenced medical, public health, behavioral health, and general health outcomes for both domestic and global populations. Students will be required to make comparative analyses of political contexts of public health issues across various governments globally, exploring the interface of government, law, economic interests, and social movements for public health at a much deeper level. Didactic materials for this course will use traditional academic literature as well as grey literature - including modern media sources (books, magazines, newspapers), to provide a "round the world" perspective on ongoing health issues affecting each governing state. Students will be required to focus on one health topic of interest and monitor the outcome of that health topic in a designated foreign country of choice. Presentation on the complex analysis of the chosen health topic through the political determinants of health lens will be required by the end of the course. HLPM 701Federal Health Policymaking from Legislation to Regulations to Interpretation : This3

course is focused on federal health policy-making institutions and the technical and strategic issues one must consider when developing health policy. The institutional focus will be on congressional, executive, and judicial branches policy development, and rule-making, and interpretation process. Congressional governance, including the major committees of jurisdiction, in the House and Senate, the Congressional Budget office, the Government Accountability and the Congressional Research Service will be explored. This course will also discuss the role of advocacy and special interest groups in influencing policy. The Executive Branch will allow students the opportunity to deepen their understanding of the regulatory process, the role of the Office of Management and Budget, White House Domestic Policy Council, and the interplay between regulations, Congress and the courts. Case studies in health policy successes and failures will be used to examine lessons on legislative and regulatory strategies specifically for health equity focused policy agendas. Examples include the battle over the Affordable Care Act, Genetic Information Non- discrimination Act, Mental Health Parity Act, Medicare trust fund solvency, Drug Pricing reform, the role of Medicare advantage, work requirements for Medicaid, the Medicare Catastrophic Act, etc.

HLPM 703Applied Legal Epidemiology : This course provides an advanced understanding of legal3

epidemiology, the scientific study of and deployment of law as a factor in the cause, distribution, and prevention of disease and injury in a population. This course will provide students an opportunity addresses key health equity research gaps from an intersectional, social-ecological, holistic and integrated approach, and leverage new tools to reduce health inequities and advance health equity, effectively demonstrating the causal link between political determinants and population health outcomes. Through the successful completion of the course, participants will be able to identify, apply, and implement statistical and legal skills, methods, and tools that can be used to advance public health and improve the delivery of legal and public health services. hours): Provides a small class-size, doctoral-focused experience and examines some of the most common data sources used in the field to study health policy and management research topics. Emphasizes secondary data sources and discusses: (1) data structure and challenges with conducting research with secondary data; (2) developing research questions and testable hypotheses using these data sources; (3) strategies for data cleaning, work flow management, and replication; (4) data protection, data sovereignty, and storage related concerns; and (5) orally communicating strengths and weaknesses of datasets in the context of research talks. understand the role of international law as a tool for promoting global health equity and justice. This course will explore diverse global human rights and social justice issues impacting low-income, middle-income, and high-income countries, especially marginalized, vulnerable, and under-resourced population groups. From issues impacting the health and well-being of migrants and climate refugees to trade systems and reparations, this course will provide critical examination of legal systems and the laws affecting the rights and privileges of minoritized groups around the world.
